There are some comments, please look at them . Also, the instructor asked to be more specific. To find something in WEST VIRGINIA from the link below. He said that the proposal mostly rhetoric instead of substance. I have also attached the file that you did.
To clarify things. I’m going to submit the whole paper as a second draft, but I need you to change things based on his comments

capitalized to minimize the impact the facility has on the environment. Adopting a conducive

West Virginia as the right resources to put up a solar panel facility for the operations of the
